Order cancelled

The order was cancelled. Designers receive the order as get_order returns it; integrators as get_integrator_order returns it.

Sent as a signed POST to every endpoint subscribed to order.cancelled. Signing, retries and deduplication work the same for every event; see how delivery works.

When it happened.
